How do I open this chest in the Outer Wall?

If you can't open it, that means you didn't stay on track for the best ending. (The item you would get from it is not very important to begin with, but it's completely useless if you don't get to the hidden final dungeon.) I don't want to spoil anything for you, so I'll just leave it at that for now.
