In the Republic Of Dave, I keep trying to get Rosie to win but whenever I leave her vote only in the ballot box and talk to Dave, he says something along the lines of; "Under these unique circumstances, I'll have to remain the leader until we know the results for sure" even though no one voted for him!
I have already gotten his key to the safe for the You Gotta Shoot 'Em In The Head quest so I was wondering if I can't get him to leave the Republic because I already have the key.
He also says that the election is still going on. Even after he says he has to remain leader and after I talked to Rosie about her losing.
Can anyone confirm this please?

I'm pretty sure it's impossible to get anyone else to win that election.

It is possible for either Rosie, Dave, or another guy (outside, i forgot his name) to win. I have always chosen Rosie, and she always wins when i rig the election. However, I have never possessed Dave's key before the election. You may have encountered a unique bug of sorts.

before (three years ago) i got the GOTY edition, i chose bob to win and he did, but now i wanted rosie to win because she actually has leadership experience.
when i leave rosies vote in the box, the only vote, dave just opens it, then walks away to his office without saying anything and when i speak to him, he says that stuff about unique circumstances......
and when i speak to rosie, or bob, i get the option to apologize to them for not winning.
i also thought it was a bug, but i havent completed that quest yet, and wanted to hold off on it
