Skyrim can't be use to skew the "average" scores e.g. normal 7970 can match GTX680.

From http://www.techpowerup.com/reviews/AMD/HD_7970_GHz_Edition/22.html Techpowerup used Cat 12.7 beta.

Switching from VLIW to SIMD architectures will have some delays.

    I don't have 7670 (renamed 6670/VLIW5) to test.

SIMD4, VLIW4 and VLIW5 refers to the stream processor designs.

Before Radeon HD 7750-7970, AMD worked on VLIW5 (e.g. Radeon HD 5xx0, 6870 and lower, AMD Llano APU, AMD Brazos 2.0 APUs) and VLIW4 (e.g. Radeon HD 69x0 and AMD Trinity APU) type GPU designs. Now AMD has to factor in SIMD4 on top of VLIW4 and VLIW5 designs.
