I have been looking for this and I thought I had the right requirements?
I have Heretics dead.
Tali Exonerated.
Full Bar Paragon Blue.
Saved Admiral Koris and did the other Tali mission.
Am I missing something?

What? I have Legion. I have it saved right before the mission where I have to fight huge reaper machine. Tali keeps jumping.

did you get the scene earlier where Tali talks about the argument she had with Legion in ME2? And by "other Tali mission" are you referring to the Geth Fighter base where Shepard does his best Tron impersonation?

Yes, let the Geth upload during the first dialogue choice then you should have a chance to "Rally the fleet" during the second dialogue choice(I think renegade works as well but I haven't tried it.
It requires most of this criteria;
Tali Loyal (and exhonerated I think)
Legion Loyal
Resolve the dispute between the two first time using Paragon/Renegade
Both Tali and Legion survive suicide mission
Save Koris (not his crew)
Complete Geth Fighter Squadrons
Destroy Heretics(If you completed all the above you can get away with rewrite)

After whichever of their loyalty missions you did second, you should have automatically been sent to the AI core to deal with Tali holding Legion at gunpoint because he was sending data from her omni-tool to the other Geth. If you lose either one's loyalty in that scene, even if you get it back afterwards, you can't make peace between the Geth and the quarians.

Did you resolve the argument between Tali and Legion in ME2?
Pretty sure that's essential otherwise one of them won't be loyal.

Yeah, I did all of this and was able to let Legion upload the code and still keep Tali alive. Also had Tali as my romantic interest.

In one of my saves I gave Tali's fathers data to the Quarians and now it's impossible to save both the Geth and Quarians in that save. That's about the only thing different between that save and another where I can save both.
