I am trying to beat tower tycoon palmer with this team but i always fail. I was wondering if my team was good enough.

1. where can i find staryme or staryu. I think u can find them in conalve city?
2. what ev's should i give him?
3. what would be a good move set for one?

Timid/Modest Starmie, ev trained, and holding a Life Orb rapes his entire team.

Having another Dragonite on your team plus one other pokemon, like your Infernape, usually works out well.

Staryu can be found by fishing almost anywhere with a Super Rod.
EV train in Sp. Atk and Speed.

Surf
Psychic
Ice Beam

Well you have an excellent team and the berries you chosen at really good. I suggest you use moves that are good in combination like toxic spikes after use firespin,whirlpool or sand tomb for added damage. Hint: toxicspikes has to 3 things come into play(1) your opponent is poisioned(2) if the opponent switches pokemon,that one gets poisioned too(3)the move last the entire battle. it doesn't work on other poision types and would be cleared if opponents pkm uses whirlwind. However I dont know if toxicspikes works on mixed types like water/poision etc.

Here's a few Pokemon I would use with their moves. Spiritomb moves: nightmare,hypnosis,trickroom and pursuit. Dragonite moves:fireblast,outrage,dracometero and icebeam. Empoleon moves: aquajet,grassnot,surf and steelwing. I would equip with leftovers Blissey moves:softboiled,crosscombat,sing and trickroom. Breloom with toxic orb, moves are closecombat,toxic,grassnot and sing. Lucario moves:sworddance,extremespeed,closecombat and aurora sphere. If your torterra or venasaur speed is faster by one point higher than milotics speed, than it has priority to attack first.
