How Can I Reduce Lag?

i really wanna make this as playable as i can, i am having the rubber band effect quite often, and i wanna try to make it stop. i have all the graphics set to low, and bloom disabled.

Specs:
RAM: 2GB
Video Card: NVIDIA GeForce FX 5200
Processor: Intel Processor CPU - 3.14 GHz

it is getting really annoying to be unable to move for a few seconds, sometimes even half a minute, and even getting myself killed because of it!

Also, i use Clearwire internet, and i do not torrent anything, and i download only from sites i trust. so it's unlikely that i have a virus, but i'll check anyways.

I did a check, and i believe i am also experiencing choke. when my new graphics card gets here, i'll see...

type in "-novid and -dxlevel 80" into "set launch options" which is located in TF2 properties on the "steam games" tab

It makes TF2 run on directX 8 and reduces alot of lag.

If this doesn't help then change every setting to the lowest they can get.
Turn off everything thats not TF2 and keep them off.
Don't download/run ANYTHING while playing.
